Competitive Negotiation Announcement for China Telecom 2025 Hong Kong Local Dark Fibre IRU Procurement Project

1. Project Overview and Procurement Scope



1.1 Project Overview: This project aims to procure (1)1x Fibre pair from China Telecom CHK cable landing station to Mega-I POP, with a 10/15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. (2)1x Fibre pair from China Telecom Mega-Two POP to Mega-I POP, with a 10-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. (3) 1x Fibre pair from China Telecom EQ HK2 POP to Shenzhen Bay Port, with a 10-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. Details are specified in the negotiation documents.



1.2 Procurement Scope and Package Division:



Content: 3×pairs dark fibre IRU, HK local to local.

Service Term: 10/15-year IRU.

Technical Requirements: Non-protected fibre pair.



1.3 No maximum price limit is set. Any material changes during negotiations will be subject to final confirmation by the negotiation panel.

2.2 Exclusion Criteria:



Suppliers must not fall under any statutory disqualification.
